Provide Business Analyst and Systems Engineering services in support of the Department of Veteranís Affairs (VA) Financial Services Center (FCS). Create and maintain documentation (process work flows, standard operating procedures, user guides, data dictionaries, etc.). Elicit, analyzing and understand the current state processes to ensure that the context and implications of changes are understood by the clients and the project team. Develop an understanding of how present and future business needs will impact the proposed solution. Identify the sources of requirements and understand how roles help determine the relative validity of requirements. Develop a Requirements Management Plan. Identify and document all business, technical, product and process requirements. Work with the client to prioritize and rationalize the requirements. Help to define acceptance criteria for completion of the solution. Develop a requirements traceability document. Review deliverables for completeness and traceability. Enforce adherence to configuration management and change control. Support requirements for IT security certification and accreditation (C&A) by integrating security activities throughout the development life cycle. Elicit and analyze all requirements, including business rules.
This position requires a Pega certification.
Must be able to meet the requirements for and successfully pass a Minimum Background Investigation (MBI) or National Agency Check and Inquiries (NACL). Health Care Claims experience is required. An existing Federal security clearance is a plus. Must have a minimum of 4 years full-time professional experience as a lead analyst on very complex programs. Applicant must be able to work autonomously or as part of a group and have experience in analytical disciplines that include but are not limited to: Economics; Cost; Budget; Quality Assurance; Business Processes; Operations Research; Imagery; or other engineering-related technical/functional analysis fields in compliance with current Industry and Government practices. Prior experience with the VA FCS is preferred but not required. Must have excellent communication skills, including fluency in English, and the ability to effectively communicate in formal settings.
Must have a Bachelor of Science degree plus 6 years of directly applicable experience or a Master of Science degree or higher plus 3 years of directly applicable experience. All education must be from an accredited institution
