|Description:||The successful candidate shall have knowledge of a wide range of principles, concepts and practices pertaining to performance analysis, program leadership, process improvement, and systems in order to accomplish complex and difficult assignments. Skill in oral and written communication. Thorough knowledge of applicable laws, Department of Defense, Department of the Army Regulations, and other references in order to ensure the adequacy and effectiveness of the Centerís operations. Knowledge of quantitative and qualitative techniques for measuring and analyzing the efficiency and productivity of the intelligence community programs and systems as related to mission accomplishment and for monitoring progress towards strategic goals and objectives. Comprehensive, intensive, practical knowledge of technical issues and processes in order to develop new methods, approaches, or procedures in the internal controls arena.|
|Duties:||1. Serves as a program analyst for the Human Intelligence Training - Joint Center of Excellence (HT-JCOE) to develop and synchronize strategic and implementation plans across multiple functional areas. |
2. Coordinates with responsible external organizations for the validation and certification of courses. Maintains awareness and accountability of the validation and certification timelines, in preparation for the validation or certification review, initiates the review process with respective course leadership, coordinates with the Joint Coordination Element (JCE) and intelligence community executors to ensure compliance with criteria to meet Defense HUMINT Enterprise standards. Transitions products and materials to the J3 Operations Officer for execution. Responsible for scheduling / projecting class dates for following Fiscal Year. Transitions plans and schedules at the appropriate time to J-5 Future Operations and/or J-3 Current Operations sections.
3. Responsible for compilation and submission of routine annual reports to include but not limited to the DoD Intelligence Training and Education Board (DITEB) report and historical reports for Army and DIA leadership. Serves as the Centerís Policy and Program reviewing official for the Chief of Operations. Provides policy proponents information, advice, and assistance on any program/project assigned. Researches current Department of Defense (DOD), DA, and local policies to decide appropriate policy and procedures in relation to current projects, taskings, and issues. Analyzes information and data and assesses progress of programs, projects, and processes. Organizes, manages, and presents information to include both formal and informal recommendations (via oral and written means).
4. Serves as Management Internal Control Program (MICP) administrator, providing guidance and assistance to functional staff in implementing internal controls and identification of material control weaknesses. Provides an in-house means to detect and prevent waste, loss, mismanagement, and inefficiency. Assesses and manages regulatory requirements and vulnerability assessments to determine if adequate control findings and recommendations for action to correct deficiencies and improprieties are taken.
5. Coordinates with the J7 staff regarding long-range opportunities for professional development and coordinates current actions with the J3 Operations Officer. Facilitates the integration of the results from professional development experimentation, Science and Technology, research, and studies into current center-wide programs. Responsible for maintaining / updating the organizational strategic communication publications and materials. Conceives, designs, and implements communications campaigns, strategic communications programs, publications and activities. Accompanies senior management officials to important meetings, conferences, and special events. Oversees the content of HT-JCOE's websites to ensure conformance with mission and strategic goals. Reviews and coordinates approval with local PAO for all general publications. Coordinates for protocol and VIP visits. Executes Commander-hosted events.

Minimum of 10 years experience in the field of intelligence, at least two years experience analyzing information and data, and assessing programs, projects, and processes
